在湖北監利縣長江段遭龍捲風吹翻、載有456人的重慶郵輪東方之星，截至3日晚間已搜尋到43人，其中14人生還，29人遇難，413人生死不明。趕在今晚9點30分黃金72小時耗盡前，現場救援指揮部決定將郵輪固定後，對船底切割，大約晚間11時起，潛水員利用切開的洞口進船艙救人。

切割船體 破艙救人

此外，湖北武漢中心氣象台台長吳翠紅昨日指出，事發水域當時確實曾發生龍捲風天氣，瞬間風力達12級，平均每5年才有可能遇一次。至於已被警方控制的船長張順文，為何沒死守船隻、是否看到大風大雨才一度掉頭？調查人員說，時氣候未達禁航標準，何況一分鐘就翻船能有什麼反應，這都有待調查。

現場指揮部人員指出，3日下午先派出一艘500噸打撈船，將沉船綁以粗鋼纜繩將其固定住，隨後救援人員先在船體底部中前部，切開一個55公尺乘60公尺的長方形的口子，以便海軍潛水員進入艙體探查。

經由大陸總理李克強與現場救援人員討論後，拍板敲定救援方案為在船底選定3個距通道較為集中的切割點切割，打洞開艙後，潛水員再下去搜救。海軍副總指揮董炎表示，一旦破艙，將使艙內氧氣量減少，給倖存者帶來威脅。中共海軍集結了180名潛水兵力與50名蛙人，日夜無休輪翻下潛救援。

除以切割露出水面的船底，打開一條救援通道外，救援人員還兵分兩路，一路是水下救援部分是由潛水員潛入深度10多公尺的江底進行搜救。由於長江水流速度較快，加上江水渾濁，水下搜尋難度較大；另一路是沿江邊搜尋，最遠達下游處200公里。

沿江220公里 6縣市動員

從翻沉事發地監利縣大馬洲，到沿長江荊州、嘉魚縣、赤壁市、洪湖，一直到武漢220多公里，近萬人已展開大搜尋。「我們全村的人都輪流在江邊蹲守，眼睛都不敢眨」，湖北嘉魚縣邱家灣村民高三軍說。此時，他已經在江邊蹲守了24個小時，只要發現可疑目標後，立即啟動江面上的救援船追趕。
